As Safety Officer

  • Organizes Health and Safety Committee (HSC) within the plant.                 
  • Serves as secretary to the HSC whose function includes preparation of minutes of the regular meetings, generation of report status of recommendations made, notification of members of the meetings, and submission of a report to the plant head of the activities of the committee, including recommendations made.                    
  • Conducts investigation of accidents as member of the HSC & submits separate report and analyses of accidents to the plant manager and to the Department of Labor and Employment.    
  • Coordinates all OSH Training programs for the employees.                          
  • Conducts OSH inspection as a member of the HSC.
  • Facilitates the preparation and approval of work permits for confined space activities, hot work inclusion, etc.                
  • Ensures the maintenance of an efficient accident recording system and coordinates actions taken by plant personnel to eliminate accident causes.                   
  • Liaises and provides assistance to government agencies in the conduct of safety inspection, accident investigation or any other related programs.                              
  • Promptly submits to the DOLE region office compliance & monitoring reports.    
  • Secures Permit-to-Operate including but not limited to;                 
  • Rule 1160 – Boiler                   
  • Rule 1170 - Unfired Pressure Vessels                             
  • Rule 1180 - Internal Combustion Engine                        
  • Rule 1210 - Electrical Safety               
  • Rule 1220 – Elevators and Related Equipment            
  • Handles other safety concerns/matters as required by the local government and the management.
  • Ascertains periodic checking/testing of safety equipment (FDAS, Fire Extinguishers, Pressure Relief Valve, etc)

As Pollution Control Officer

  • Monitors activities pertaining to the installation, operation & proper maintenance of pollution sources and control facilities of the plant.                         
  • Guarantees compliance of the plant with the requirements of the EMB-DENR. Recommends the installation and operation of additional abatement device/facility.
  • Promptly submits to the EMB-DENR the required environmental compliance & monitoring reports duly certified/notarized.                       
  • Submits reports such as Quarterly Self-Monitoring Report, Annual and semi-annual report, and test reports for air, water, and solid wastes.                 
  • Immediately reports to EMB-DENR the breakdown of any Pollution Control Facility as well as the establishment & actual date of completion of its repair and operation.
  • Provides timely information updates on the various EMB-DENR regulations and requirements as well as the latest technology on the prevention and control of pollution.                               
  • Attends meetings for Pollution Control Officers which may be called from time to time by the EMB-DENR and enhances coordination between and among PCOs in the region.
  • Handles other environmental concerns/matters as required by the management.
  • Secures segregates and facilitates disposal of all environmental hazards accordingly.     
  • Secures relevant permits from the EMB-DENR region office.                        
  • Guarantees compliance with requirements/conditions on Environmental Compliance Certificates (ECC) including making amendments if there are process modifications.         
  • Validates that all MFA findings are addressed.

Other Functions

  • Attends to any issues pertaining to environmental and safety concerns for both internal and external parties.
  • Conducts periodic orientation for both line personnel.
  • Participates in the Cross Audit on compliance to Environmental, Health, and Safety requirements.
